Bifrost terminal status retains market identity

CLOSED and SETTLED control visibility and bettability; they do not erase a Bifrost market's authoritative catalogue, owner Event relationship, or terminal MarketBook. Hannibal retains that complete relationship through the existing seven-day market-data horizon and then evicts the complete market cluster together. A natural reopen therefore resumes the existing cache and WebSocket path without recovery. Exact-market recovery is reserved for genuinely missing identity after cold start, expiry, or data loss, while persisted settlement/order evidence re-arms the existing atomic financial reversal when terminal cache evidence no longer exists. This supersedes ADR-0028's ordinary tombstone-and-recovery design. MarketBook financial gates are bounded by the consumer prefetch and failed gates requeue the delivery; no timer, distributed scheduler, or new durable lifecycle state is introduced.
